Article 1: Name and Location

1.1 Name

The organization shall be known as the Eritrean American Community of Greater Sacramento (EACGS). Any changes to the organization’s name must be made through an official amendment to these bylaws.

1.2 Location

The organization’s principal office shall be located in the Greater Sacramento Area, encompassing the counties of Sacramento, Placer, El Dorado, Sutter, Yolo, or Yuba in California. The Board of Directors may change the office location within these counties by majority vote, without amending the bylaws, provided that:

• Members are notified at least 30 days in advance.
• An inventory of assets is conducted and documented before the move.

Article 2: Mission and Purpose

2.1 Mission

We are committed to creating a nurturing and inclusive environment where our children can connect, build lasting relationships, and grow together as a strong, united community. Through this platform, we strive to preserve and celebrate our culture and traditions for future generations.

2.2 Purpose

EACGS is a nonprofit organization established to:

• Provide a center for social, cultural, and community-building programs.
• Support newly arrived Eritreans in adapting to American society through services such as legal and citizenship assistance, ESL classes, employment counseling, and cultural orientation.
• Introduce Eritrean culture to second-generation Eritreans and bridge generational gaps through programs like language lessons for children.
• Offer opportunities for skill development and personal growth.
• Provide access to educational resources and employment opportunities.
• Support families through counseling and guidance services that promote overall well-being.

Article 3: Organization

3.1 Board of Directors

The organization shall be governed by a five-member Board of Directors, with two standby substitute members. The number of board members may be changed through an amendment to the bylaws.

3.2 Board Officers

The Board of Directors shall consist of the following officers:

• President
• Secretary
• Treasurer
• Public Relations Officer
• Internal Auditor

Eligibility Requirements:

• Must be an Eritrean American and an active EACGS member.
• Elected by majority vote in the presence of a quorum.
• Must demonstrate commitment to voluntary service and have no conflicts of interest.

3.3 Duties and Responsibilities

The Board of Directors shall:

• Hold monthly meetings on the first Saturday of each month.
• Plan and publish an annual calendar of programs and events.
• Record and share meeting minutes and reports.
• Approve all expenditures jointly through the President and Treasurer.
• Form subcommittees and appoint members to execute activities.
• Propose bylaw amendments for member vote.
• Recruit new members and address internal challenges.
• Secure and manage resources to benefit the community.

3.4 Board Officer Roles

3.4.1 President

• Serves as the official representative and leader of EACGS.
• Chairs meetings and may call emergency sessions.
• Leads membership and community growth strategies.
• Reports to members quarterly.

3.4.2 Secretary

• Maintains accurate records of meetings and communications.
• Manages correspondence between the board and members.
• Collaborates with the Public Relations Officer on grants.

3.4.3 Treasurer

• Oversees financial management and recordkeeping.
• Handles deposits, tracks income/expenses, and files taxes.
• Leads fundraising and reports quarterly on finances.

3.4.4 Public Relations Officer

• Promotes EACGS and recruits members.
• Coordinates fundraising and community events.
• Works with the Secretary on grant applications.

3.4.5 Internal Auditor

• Conducts bi-annual audits and presents findings.
• Participates in fundraising and grant management.
• Ensures financial transparency and compliance.

3.5 Compensation

Board members serve voluntarily without pay.

3.5.1 Reimbursement

• Reimbursement for community-related travel or expenses may be granted with receipts and approval from the President and Treasurer.
• Requests exceeding $200 require additional approval by the Internal Auditor.
• No reimbursement exceeding $1,000 shall be made without prior full board approval.

3.6 Term of Office

• Board members serve a two-year term, with a maximum of two consecutive terms.
• Outgoing members will support successors for three months.
• In case of vacancy, the first standby member will assume the role, approved by the remaining board.

3.7 Board Meetings

• Regular meetings shall be held to address organizational matters.
• A quorum consists of three-fifths (3/5) of board members.
• The Secretary chairs meetings in the President’s absence.
• All minutes must be filed and shared with members.

3.8 Removal of Board Members

A board member may be removed if:

• They have a conflict of interest.
• They act against the organization's mission.
• A removal petition is signed by a majority of members or passed by vote during a quorum.
• They are absent from 1/3 of meetings without a valid excuse.
• They fail to comply after repeated warnings.

3.9 Dissolution of the Board

The Board may be dissolved due to mismanagement following an investigation and 50% +1 member vote. Dissolution shall only occur after new elections are held.

Article 4: Membership

4.1 Eligibility

Membership is open to all Eritrean and Eritrean-American residents of the Greater Sacramento Area.

4.2 Becoming a Member

a. Registration and Fees

• New members must complete a registration form and pay a $240 initial fee.
• Renewal fees are discounted annually for five years as follows:

  • Year 2: $192
  • Year 3: $168
  • Year 4: $144
  • Year 5: $120
  • Year 6 and onward: $120/year

b. Household Membership

• Membership is per household, covering dependents under 18.
• Individuals 18 and older must register separately.

c. Fee Waivers

• Retired seniors and students aged 18–26 are exempt from annual dues.

d. Financial Contributions

• Voluntary contributions are encouraged to support EACGS activities.
• Retired seniors and students are exempt.

e. Active Participation

• Members are expected to attend at least 50% of community meetings and events annually.

f. Adherence to Regulations

• Members must comply with all rules and policies established by EACGS.

g. Membership Renewal

• Membership cards are valid for one year.
• Renewal notices are sent 30 days prior to expiration.

4.3 Membership Benefits and Rights

Members are entitled to:

• Vote and hold office.
• Access the community center and participate in programs.
• Receive professional guidance (e.g., legal, real estate).
• Build meaningful community connections.
• Receive community support during family bereavement (e.g., funeral fundraising coordination).

4.4 Youth Membership

Youth development is a priority. A designated Youth Subcommittee will lead relevant programs in line with EACGS goals.

Article 5: Meetings and Quorum

5.1 General Membership Meetings

• The Board shall organize general and special meetings, including social events and cultural celebrations such as Eritrean Independence Day.
• Event procedures shall be shared at the beginning of gatherings.

5.2 Quorum

• A quorum for major decisions requires 50% + 1 of active members.

5.3 Major Decisions

• Major organizational decisions must be approved by a majority vote of members when a quorum is present.
• Members shall be notified in advance of any such agenda items.

Article 6: Dissolution of the Community

The organization may only be dissolved by a 75% majority vote of active members. Upon dissolution, all assets shall be transferred to a charitable, nonprofit organization aligned with EACGS's mission.

Article 7: Budget, Assets, and Fundraising

7.1 Assets

• All assets belong to EACGS.
• Transfers to third parties require a member vote (except for minor items like office furniture, which the Board may replace).

7.2 Fundraising

• All fundraising must align with EACGS’s mission.
• No funds may be allocated to political activities or foreign entities.

7.3 Budget and Financial Management

• Financial resources include membership dues, contributions, grants, and fundraising.
• All programs must align with available resources.

7.4 Financial Audit

• A financial report shall be prepared twice a year and shared with the Internal Auditor.
• Members may request access to financial statements.
• All spending must follow the approved annual budget.

Article 8: Amendment of Bylaws

These bylaws may be amended with a 50% + 1 majority vote when a quorum is present. The Board of Directors will implement approved changes and notify members accordingly.

ዓንቀጽ 1፡ ስምን ቦታን

1.1 ስም

እቲ ትካል ኤርትራዊ ኣሜሪካዊ ማሕበረሰብ ዓባይ ሳክራሜንቶ (EACGS) ተባሂሉ ክጽዋዕ እዩ። ዝኾነ ለውጢ ኣብ ስም ናይ’ቲ ትካል ብወግዓዊ ምምሕያሽ ኣብዞም መተሓዳደሪ ደንቢታት ክግበር ኣለዎ።

1.2 ቦታ

ቀንዲ ቤት ጽሕፈት ናይቲ ትካል ኣብ ከባቢ ዓባይ ሳክራሜንቶ ዝርከብ ኮይኑ፡ ኣብ ካሊፎርንያ ንዝርከባ ኣውራጃታት ሳክራሜንቶ፡ ፕላሰር፡ ኤል ዶራዶ፡ ሱተር፡ ዮሎ ወይ ዩባ ዘጠቓለለ ክኸውን ኣለዎ። ቦርድ ዳይረክተራት ኣብ ውሽጢ እዘን ኣውራጃታት ዘሎ ናይ ቤት ጽሕፈት ቦታ ብብዝሒ ድምጺ ክቕይር ይኽእል እዩ፣ ነቲ መተሓዳደሪ ደንቢ ከየመሓየሸ፣ እዚ ግን፤

• ኣባላት እንተወሓደ ቅድሚ 30 መዓልታት ይሕበሩ።

• ቅድሚ ምግዓዝ ንብረት ዝርዝር ይካየድን ይስነድን።

ዓንቀጽ 2፡ ተልእኾን ዕላማን።

2.1 ተልእኾ

ደቅና ዝራኸብሉ፡ ነባሪ ዝምድናታት ዝሃንጹሉ፡ ከም ድልዱልን ስሙርን ማሕበረሰብ ብሓባር ዝዓብዩሉ  ንኹሉ ዝሓቁፍን ሃዋህው ንምፍጣር። በዚ መድረኽ ንመጻኢ ወለዶታት ባህልናን ልምድታትናን ክንዕቅብን ከነብዕልን ።"

2.2 ዕላማ

EACGS ንመኽሰብ ዘይሰርሕ ትካል ኮይኑ፤

• ማሕበራውን ባህላውን ማሕበረሰባዊ ህንጸትን መደባት ማእከል ምቕራብ።

• ሓደስቲ ዝመጹ ኤርትራውያን ምስ ሕብረተሰብ ኣመሪካ ክላመዱ ብኸም ሕጋውን ዜግነታውን ሓገዝ፡ ክፍሊታት ESL፡ ምኽሪ ስራሕ፡ ከምኡ’ውን ባህላዊ ዝንባለ ዝኣመሰሉ ኣገልግሎታት ምድጋፍ።

• ኤርትራዊ ባህሊ ምስ ካልኣይ ወለዶ ኤርትራውያን ምልላይን ከም ትምህርቲ ቋንቋ ንህጻናት ዝኣመሰሉ መደባት ኣቢልካ ናይ ወለዶ ሃጓፋት ምድልዳል።

• ንዕቤት ክእለትን ውልቃዊ ዕብየትን ዕድላት ምቕራብ።

• ናይ ትምህርቲ ጸጋታትን ናይ ስራሕ ዕድላትን ተበፃሕነት ምሃብ።

• ንሓፈሻዊ ጽቡቕ ሂወት ዘስፋሕፍሕ ናይ ምኽርን መምርሕን ኣገልግሎት ኣቢልካ ንስድራቤታት ምድጋፍ።

ዓንቀጽ 3፡ ውዳበ

3.1 ቦርድ ዳይሬክተራት

እቲ ትካል ብሓሙሽተ ኣባላት ዝሓቖፈ ቦርድ ዳይሬክተራት ዝምራሕ ኮይኑ፡ ክልተ ስታንድባይ ተተካእቲ ኣባላት ኣለዎም። ቁጽሪ ኣባላት ቦርድ ብመገዲ ምምሕያሽ መተሓዳደሪ ደንቢ ክቕየር ይኽእል።

3.2 ሓለፍቲ ቦርድ

ቦርድ ዳይሬክተራት እዞም ዝስዕቡ ሓለፍቲ ዝሓቖፈ ይኸውን፤

•ፕረዝደንት

• ጸሓፊ

• ተሓዚ ገንዘብ

• ሓላፊ ርክብ ህዝቢ

• ውሽጣዊ ኦዲተር

ብቑዕነት ዘድልዩ ነገራት፤

• ኤርትራዊ ኣሜሪካዊን ንጡፍ ኣባል EACGS ክኸውን ኣለዎ።

• ብብዝሒ ድምጺ ዝተመርጹ ኮረም ኣብ ዝተረኽብሉ።

• ንወለንታዊ ኣገልግሎት ተወፋይነት ከርኢን ናይ ረብሓ ጎንጺ ዘይብሉን ክኸውን ኣለዎ።

3.3 ግቡእን ሓላፍነትን

ቦርድ ዳይሬክተራት፤

• ኣብ ነፍሲ ወከፍ ወርሒ ኣብ ቀዳመይቲ ቀዳም ወርሓዊ ኣኼባታት ኣካይድ።

• ዓመታዊ ኣቆጻጽራ መደባትን ፍጻሜታትን ምውጣንን ምሕታምን።

• ናይ ኣኼባ ደቓይቕን ጸብጻባትን ምምዝጋብን ምክፋልን።

• ኩሉ ወጻኢታት ብመንገዲ ፕረዚደንትን ተሓዚ ገንዘብን ብሓባር ምጽዳቕ።

• ንኡሳን ኮሚቴታት ምቛምን ስራሕቲ ዝፍፅሙ ኣባላት ምምዛዝን።

• ንኣባላት ድምጺ ዝኸውን ምምሕያሽ መተሓዳደሪ ደንቢ ሓሳብ ምቕራብ።

• ሓደስቲ ኣባላት ምምልማልን ውሽጣዊ ብድሆታት ምፍታሕን።

• ንማሕበረሰብ ዝጠቅም ሃፍቲ ምውሓስን ምምሕዳርን።

3.4 ተራታት ሓላፊ ቦርድ

3.4.1 ፕረዚደንት።

• ወግዓዊ ወኪልን መራሕን EACGS ኮይኑ የገልግል።

• ኣቦ መንበር ኣኼባታት ይገብርን ህጹጽ ክፍለ ግዜ ክጽውዕ ይኽእልን።

• ስትራተጂታት ዕብየት ኣባልነትን ማሕበረሰብን ይመርሕ።

• ንኣባላት ኣብ ርብዒ ዓመት ጸብጻብ ይህብ።

3.4.2 ጸሓፊ

• ናይ ኣኼባታትን ርክባትን ቅኑዕ መዝገብ ይሕዝ።

• ኣብ መንጎ ቦርድን ኣባላትን ዝግበር ደብዳቤታት የመሓድር።

• ምስ ሓላፊ ርክብ ህዝቢ ኣብ ድጋፍ ይተሓባበር።

3.4.3 ተሓዚ ገንዘብ

• ፋይናንሳዊ ምሕደራን ምዕቃብ መዝገብን ይከታተል።

• ተቐማጢ ገንዘብ ይሕዝ፣ ኣታዊ/ወጻኢታት ይከታተል፣ ግብሪ ድማ የቕርብ።

• ምትእኽኻብ ገንዘብ ይመርሕን ኣብ ርብዒ ዓመት ብዛዕባ ፋይናንስ ጸብጻብ የቕርብን።

3.4.4 ሓላፊ ርክብ ህዝቢ

• EACGS የስፋሕፍሕን ኣባላት ይቖጽርን።

• ምትእኽኻብ ገንዘብን ማሕበረሰባዊ ፍጻሜታትን የወሃህድ።

• ምስ ጸሓፊ ኣብ ናይ ድጋፍ ሕቶታት ይሰርሕ።

3.4.5 ውሽጣዊ ኦዲተር

• ክልተ ዓመት ኦዲት ይገብርን ውፅኢታት የቕርብን።

• ኣብ ምትእኽኻብ ገንዘብን ምሕደራ ድጋፍን ይሳተፍ።

• ፋይናንሳዊ ግልፅነትን ምኽባርን የረጋግፅ።

3.5 ካሕሳ

ኣባላት ቦርድ ብዘይ ደሞዝ ብወለንታኦም የገልግሉ።

3.5.1 ምምላስ ገንዘብ

• ምስ ማሕበረሰብ ዝተኣሳሰር መገሻ ወይ ወጻኢታት ምምላስ ገንዘብ ካብ ፕረዚደንትን ተሓዚ ገንዘብን ብዝተቐበሎ ቅብሊትን ፍቓድን ክወሃብ ይኽእል።

• ልዕሊ $200 ዝኾነ ሕቶታት ብውሽጣዊ ኦዲተር ተወሳኺ ፍቓድ የድሊ።

• ካብ $1,000 ንላዕሊ ዝኾነ ይኹን ምምላስ ገንዘብ ብዘይ ኣቐዲሙ ምሉእ ፍቓድ ቦርድ ክግበር የብሉን።

3.6 ዕድመ ስልጣን

• ኣባላት ቦርድ ንኽልተ ዓመት ዝጸንሕ ኮይኑ፡ እንተበዝሐ ክልተ ተኸታተልቲ ዕድመታት የገልግሉ።

• ካብ ስልጣኖም ዝወጹ ኣባላት ንሰለስተ ኣዋርሕ ተካእቲ ክድግፉ እዮም።

• ክፍቲ ቦታ እንተሃልዩ፡ እቲ ቀዳማይ ድሉው ኣባል ነቲ ተራ ክወስድ እዩ፡ በቲ ዝተረፈ ቦርድ ዝጸደቐ።

3.6 ዕድመ ስልጣን

• ኣባላት ቦርድ ንኽልተ ዓመት ዝጸንሕ ኮይኑ፡ እንተበዝሐ ክልተ ተኸታተልቲ ዕድመታት የገልግሉ።

• ካብ ስልጣኖም ዝወጹ ኣባላት ንሰለስተ ኣዋርሕ ተካእቲ ክድግፉ እዮም።

• ክፍቲ ቦታ እንተሃልዩ፡ እቲ ቀዳማይ ድሉው ኣባል ነቲ ተራ ክወስድ እዩ፡ በቲ ዝተረፈ ቦርድ ዝጸደቐ።

3.7 ኣኼባታት ቦርድ

• ንውደባዊ ጉዳያት ንምፍታሕ ስሩዕ ኣኼባታት ይካየድ።

• ኮረም ሰለስተ ሓሙሻይ (3/5) ኣባላት ቦርድ ዝሓቖፈ እዩ።

• ጸሓፊ ፕረዚደንት ኣብ ዘይብሉ ኣኼባታት ኣቦ መንበርነት ይመርሕ።

• ኩሉ ደቓይቕ ክምለስን ምስ ኣባላት ክካፈልን ኣለዎ።

3.8 ምእላይ ኣባላት ቦርድ

ሓደ ኣባል ቦርድ ክእለ ዝኽእል እንተኾይኑ፤

• ናይ ረብሓ ጎንፂ ኣለዎም።

• ኣንጻር ተልእኾ እቲ ትካል ይሰርሑ።

• ናይ ምእላይ ጥርዓን ብብዝሒ ኣባላት ይፍረም ወይ ድማ ኣብ እዋን ቁጽሪ ህዝቢ ብድምጺ ይሓልፍ።

• ካብ 1/3 ኣኼባታት ብዘይ ቅኑዕ ምኽንያት ይሳተፉ።

• ድሕሪ ተደጋጋሚ መጠንቀቕታ ክኽተሉ ኣይክእሉን።

3.9 ምፍራስ ቦርድ

እቲ ቦርድ ድሕሪ ምርመራን 50% +1 ኣባል ድምፅን ብሰንኪ ዘይግቡእ ምሕደራ ክፈርስ ይኽእል እዩ። ምፍራስ ዝፍጠር ሓድሽ ምርጫ ምስተኻየደ ጥራይ እዩ።

ዓንቀጽ 4፡ ኣባልነት

4.1 ብቕዓት

ኣባልነት ንኹሎም ኤርትራውያንን ኤርትራውያን-ኣሜሪካውያን ነበርቲ ከባቢ ዓባይ ሳክራሜንቶ ክፉት እዩ።

4.2 ኣባል ምዃን

 ምዝገባን ክፍሊትን

• ሓደስቲ ኣባላት ቅጥዒ ምዝገባ ክመልኡን $240 ናይ መጀመርታ ክፍሊት ክኸፍሉን ኣለዎም።

• ክፍሊት ምሕዳስ ንዓመታዊ ንሓሙሽተ ዓመት ብኸምዚ ዝስዕብ ቅናስ ይግበር፤

o ዓመት 1: $216

o ዓመት 2፡ $192

o ዓመት 3፡ $168

o ዓመት 4፡ $144

o ዓመት 5፡ $120

o ዓመት 6ን ካብኡ ንላዕሊን፡ $120/ዓመት

ለ. ኣባልነት ስድራቤት

• ኣባልነት ንነፍሲ ​​ወከፍ ስድራቤት ኮይኑ፡ ትሕቲ 18 ዓመት ዝዕድሚኦም ጽግዕተኛታት ዝሽፍን እዩ።

• 18 ዓመትን ልዕሊኡን ዝዕድሚኦም ውልቀሰባት በበይኖም ክምዝገቡ ኣለዎም።

ሐ. ምሕረት ክፍሊት

• ጡረተኛታት ላዕለዎት ተማሃሮን ካብ 18–26 ዓመት ዝዕድሚኦም ተማሃሮን ካብ ዓመታዊ ክፍሊት ነጻ እዮም።

መ. ፋይናንሳዊ ኣበርክቶታት

• ንንጥፈታት EACGS ንምድጋፍ ወለንታዊ ኣበርክቶታት ይተባባዕ።

• ጡረተኛታት ላዕለዎት ተማሃሮን ተምሃሮን ነጻ እዮም።

ሠ. ንጡፍ ተሳትፎ

• ኣባላት ኣብ ዓመት እንተወሓደ 50% ናይ ማሕበረሰብ ኣኼባታትን ፍጻሜታትን ክሳተፉ ትጽቢት ይግበር።

ረ. ምኽባር ደንቢ

• ኣባላት ንኹሎም ብEACGS ዝተቐመጡ ሕግታትን ፖሊሲታትን ክኽተሉ ኣለዎም።

ሰ. ምሕዳስ ኣባልነት

• ናይ ኣባልነት ካርድ ንሓደ ዓመት ዝጸንሕ እዩ።

• ናይ ምሕዳስ ምልክታታት ቅድሚ ምውዳእ 30 መዓልታት ይለኣኽ።

4.3 ናይ ኣባልነት ጥቕምታትን መሰላትን።

ኣባላት መሰል ኣለዎም፤

• ድምጺ ምሃብን ስልጣን ምሓዝን ።

• ናብቲ ማሕበረሰባዊ ማእከል ምእታውን ኣብ መደባት ምክፋልን።

• ሞያዊ መምርሒ ምቕባል (ንኣብነት ሕጋዊ፣ ንብረት)።

• ትርጉም ዘለዎ ማሕበረሰባዊ ምትእስሳር ምህናጽ።

• ኣብ እዋን ሓዘን ስድራቤት ደገፍ ማሕበረሰብ ምቕባል (ንኣብነት ምውህሃድ ምትእኽኻብ ገንዘብ ቀብሪ)።

4.4 ኣባልነት መንእሰያት

ልምዓት መንእሰያት ቀዳምነት ዝወሃቦ እዩ። ዝተመደበ ንኡስ ኮሚተ መንእሰያት ምስ ዕላማታት EACGS ዝሰማማዕ ኣገደስቲ መደባት ክመርሕ እዩ።

ዓንቀጽ 5፡ ኣኼባታትን ኮረምን።

5.1 ሓፈሻዊ ኣኼባታት ኣባልነት

• እቲ ቦርድ ሓፈሻውን ፍሉይን ኣኼባታት፡ ማሕበራዊ ፍጻሜታትን ከም በዓል ናጽነት ኤርትራ ዝኣመሰሉ ባህላዊ ጽምብላትን ሓዊሱ የዳሉ።

• ኣገባባት ፍጻመታት ኣብ መጀመርታ ምትእኽኻባት ክካፈሉ ኣለዎም።

5.2 ኮረም

• ንዓበይቲ ውሳነታት ዝኸውን ኮረም 50% + 1 ንጡፋት ኣባላት ይሓትት።

5.3 ዓበይቲ ውሳነታት

• ዓበይቲ ውደባዊ ውሳኔታት ቁጽሪ ኣባላት ኣብ ዝህልወሉ እዋን ብብዝሒ ድምጺ ኣባላት ክጸድቑ ኣለዎም።

• ኣባላት ዝኾነ ከምዚ ዝኣመሰለ ኣጀንዳ ነገራት ኣቐዲሙ ክሕበር ኣለዎ።

ዓንቀጽ 6፡ ምፍራስ ሕብረተሰብ

እቲ ትካል ብ75% ዝበዝሐ ድምጺ ንጡፋት ኣባላት ጥራይ እዩ ክፈርስ ዝኽእል። ምስ ፈረሰ ኩሉ ንብረት ናብ ምስ ተልእኾ EACGS ዝሰማማዕ ግብረ ሰናይ፣ ንመኽሰብ ዘይሰርሕ ትካል ይሰጋገር።

ዓንቀጽ 7፡ ባጀት፡ ንብረትን ምትእኽኻብ ገንዘብን።

7.1 ንብረት

• ኩሉ ንብረት ናይ EACGS እዩ።

• ናብ ሳልሳይ ወገን ዝግበር ምስግጋር ናይ ኣባል ድምጺ የድልዮ (ብዘይካ ንኣሽቱ ነገራት ከም ናይ ቤት ጽሕፈት ፍርናሽ፣ ቦርድ ክቕይሮም ዝኽእል)።

7.2 ምትእኽኻብ ገንዘብ

• ኩሉ ምትእኽኻብ ገንዘብ ምስ ተልእኾ EACGS ክሰማማዕ ኣለዎ።

• ንፖለቲካዊ ንጥፈታት ይኹን ናይ ወጻኢ ኣካላት ዝኾነ ይኹን ገንዘብ ክምደብ ኣይክእልን።

7.3 ባጀትን ምሕደራ ፋይናንስን

• ፋይናንሳዊ ጸጋታት፡ ክፍሊት ኣባልነት፡ ኣበርክቶ፡ ድጋፍን ምትእኽኻብ ገንዘብን የጠቓልል።

• ኩሎም መደባት ምስቲ ዘሎ ጸጋታት ክሰማምዑ ኣለዎም።

7.4 ፋይናንሳዊ ኦዲት።

• ፋይናንሳዊ ፀብፃብ ኣብ ዓመት ክልተ ግዜ ተዳልዩ ምስ ውሽጣዊ ኦዲተር ይካፈል።

• ኣባላት ፋይናንሳዊ መግለጺታት ንምርካብ ክሓቱ ይኽእሉ።

• ኩሉ ወጻኢታት ነቲ ዝጸደቐ ዓመታዊ ባጀት ክኽተል ኣለዎ።

ዓንቀጽ 8፡ ምምሕያሽ መተሓዳደሪ ደንቢ

እዞም መተሓዳደሪ ደንብታት እዚኦም ብ50% + 1 ዝበዝሐ ድምጺ ክመሓየሹ ይኽእሉ እዮም፣ ኮረም ኣብ ዝህልወሉ እዋን። ቦርድ ዳይሬክተራት ዝፀደቐ ለውጢ ተግባራዊ ብምግባር ብኡ መሰረት ንኣባላት የፍልጥ።
